The new dkim module creates an RSA private key and upload it on the public nodes that can act as postfix relayhost. The matching RSA public key is registered in a TXT DNS record for validation.

Instead of deploying to all public instances, it would be simpler to deploy the certificate in /etc/puppetlabs/code/environment/production/site/profiles/files/mail/ and have Puppet deploy the certificates where it is needed.
